Its true that the water contains very little bacteria so it won't help the cycle. However, getting cycled live rock and sand from your lfs won't necessarily make the cycle less. The cycle occurs from die off on the rock which happens whenever the rock is out of the water. If your live rock is out of the water for more than a few minutes die off will occur and the bacteria levels need to adjust to handle the die off. Sand (other than a handful) is an especially bad idea because when the sandbed is disturbed you release all kinds of nutrients and nitrates into the water column which can cause a bigger cycle. Your best bet is the good old fashioned cycle.
If you go the route suggested above just be sure to test the water after a week or two. If the water parameters are good, then its probably ok to add a little livestock. If there are nutrients, you need to wait for the full cycle. You could add the beneficial bacteria since you have it, but its really a waste of money since it already exists on the live rock anyway.
