My return pump is to large for my system. I want about 700 gph thru 40 gallon sump but my pump is about 1300 gph, so my question is can I put a ball valve in line to throttle it back or could I damage my pump. It is a pan world nh-100px-x on a 150 6 ft tank with the sump in my stand.

Yes, you should have a ball valve on it anyways to create some back pressure. You can turn it down to about your range, but if you turn it down too far you may hear noise from pump straining. If that happens, you will want a tee and another valve to put some water back into sump.
